                                MCLAUGHLIN PUBLIC SCHOOL DISTRICT 15-2 MISSION

 

THE MISSION OF MCLAUGHLIN PUBLIC SCHOOLS IS TO WORK COOPERATIVELY WITH THE COMMUNITY AND FAMILIES; TO PROVIDE AN ENRICHING, SUPPORTING, AND CARING LEARNING ENVIRONMENT TO ALL STUDENTS; TO ENABLE LEARNERS TO ACHIEVE THEIR GREATEST POTENTIAL EDUCATIONALLY, SOCIALLY, AND PHYSICALLY. TO ESTABLISH HIGH STANDARDS OF LEARNING THAT ALL STUDENTS ARE EXPECTED TO ACHIEVE, AND TO ASSIST IN THE DEVELOPMENT OF RESPONSIBLE, PRODUCTIVE AND WELL-ADJUSTES INDIVIDUALS IN THIS EVER CHANGING WORLD.

 

                                OBJECTIVES OF CO-CURRICULAR ACTIVITIES PROGRAM

 

THE MCLAUGHLIN SCHOOL DISTRICT’S PROGRAM OF STUDENT ACTIVITIES WILL ASSIST EACH STUDENT IN:

 

1)       LEARNING THE WISE USE OF LEISURE TIME;

2)       USING HIS/HER UNIQUE TALENTS AND SKILLS CONSTRUCTIVELY;

3)       DEVELOPING NEW RECREATIONAL AND AVOCATIONAL INTERESTS AND SKILLS;

4)       DEVELOPING POSITIVE HABITS AND WORK ETHIC THAT CONTRIBUTE TO A HEALTHY LIVESTYLE;

5)       DEVELOPING LEADERSHIP, COLLABORATIVE, AND COMMUNICATION SKILLS;

6)       DEVELOPING A GOOD ATTITUDE AND INCREASED MOTIVATION TOWARD SCHOOL;

7)       INCREASING HIS/HER UNDERSTANDING AND PARTICIPATION IN THE DEMOCRATIC PROCESS; AND

8)       ACHIEVING SUCCESSES WHICH RESULT IN IMPROVED SELF ESTEEM.

 

SOUTH DAKOTA HIGH SCHOOL ACTIVITIES ASSOCIATION

 

THE STATE OF SOUTH DAKOTA (SDCL 13-36-4) AUTHORIZES SCHOOLS TO DELEGATE THE CONTROL, SUPERVISION, AND REGULATION OF ALL HIGH SCHOOL INTERSCHOLASTIC ACTIVITIES TO A HIGH SCHOOL ACTIVITIES ASSOCIATION.  THUS SOUTH DAKOTA SCHOOL DISTRICTS, JOINTLY AND COOPERATIVELY, CREATED AND DEVELOPED THE SOUTH DAKOTA HIGH SCHOOL ACTIVITIES ASSOCIATION (SDHSAA) TO SANCTION AND REGULATE ACTIVITY PROGRAMS FOR ATHLETICS, MUSIC, PUBLICATIONS, SPEECH, AND STUDENT COUNCIL THROUGH A BOARD OF CONTROL AND AN EXECUTIVE STAFF.  MEMBER SCHOOLS RATIFIED EACH ARTICLE OF THE SDHSAA CONSTITUTION, BYLAWS, RULES, AND REGULATIONS.

 

WHEN A HIGH SCHOOL BECOMES A MEMBER SCHOOL, IT ADOPTS THE SDHSAA RULES.  THE ACTIVITIES DIRECTOR IS MCLAUGHLIN HIGH SCHOOL’S OFFICIAL REPRESENTATIVE TO SDHSAA AND IS RESPONSIBLE FOR THE ADMINISTRATION AND SUPERVISION OF THE SCHOOL’S ACTIVITIES PROGRAMS. A COPY OF THE SDHSAA ADMINISTRATIVE RULES AND REGULATIONS MANUAL IS AVAILABLE IN BOTH THE PRINCIPAL AND AD’S OFFICES.

 

EACH HIGH SCHOOL ACTIVITY ADVISOR/COACH IS RESPONSIBLE FOR KNOWING AND COMPLYING WITH THE SDHSAA ADMINISTRATIVE RULES AND REGULATIONS LISTED IN THE SDHSAA HANDBOOK INCLUDING BUT NOT LIMITED TO STUDENT ELIGIBILITY, CONTEST REGULATIONS, AND REGULAR AND OUT-OF-SEASON RULES.

 

 

 

      BIG DAKOTA ATHLETIC CONFERENCE

 

MCLAUGHLIN HIGH SCHOOL IS A MEMBER OF THE BIG DAKOTA ATHLETIC CONFERENCE ALONG WITH EIGHT OTHER HIGH SCHOOLS:  LEOLA, SELBY, EUREKA, HOVEN, EDMUND CENTRAL, BOWDLE, POLLOCK, AND HERREID.  MEMBER SCHOOLS COMPETE AT THE VARSITY LEVEL IN THREE BOYS SPORTS AND THREE GIRLS SPORTS.  THE YTC REGULATES CONFERENCE SCHEDULING, AWARDS, AND COMPETITION IN EACH SPORT.  COPIES OF THE YTC CONSTITUTION ARE AVAILABLE IN THE AD’S OFFICE.

 

         CLUBS AND ORGANIZATIONS

 

STUDENT CLUBS AND ORGANIZATIONS HAVE BEEN AUTHORIZED WITH THE FOLLOWING GUIDELINES:

 

1)       THE CLUB/ORGANIZATION MUST HAVE A FACULTY ADVISOR;

2)       THE CLUB/ORGANIZATION MUST HAVE A DIRECT RELATIONSHIP TO OR BE AN EXTENSION OF A CURRICULAR AREA OR DEPARTMENT;

3)       THE OBJECTIVES OF THE CLUB/ORGANIZATION, AS IDENTIFIED IN ITS CHARTER, MUST RESPOND TO AN EDUCATIONAL NEED OF STUDENTS AND BE CONSISTENT WITH THE MISSION OF THE DISTRICT;

4)       THERE MUST BE SUFFICIENT STUDENT INTEREST TO WARRANT THE FORMATION OR CONTINUANCE OF THE ORGANIZATION;

5)       STUDENT CLUBS/ORGANIZATIONS MUST BE APPROVED BY THE BUILDING ADMINISTRATOR;

6)       STUDENT ACTIVITIES, WHICH REQUIRE BOARD SUPPORT, MUST BE RECOMMENDED BY THE BUILDING ADMINISTOR TO THE SUPERINTENDENT AND THEN TO THE BOARD OF EDUCATION FOR RECOGNITION AND APPROVAL OF FINANCIAL SUPPORT.

COPIES OF THE MCLAUGHLIN SCHOOL DISTRICT 15-2 HARASSMENT POLICY ARE AVAILABLE AT THE OFFICE OF THE SUPERINTENDENT, BOX 880, MCLAUGHLIN, SD 57642.

 

 ACTIVITIY SCHEDULING

 

THE AD SCHEDULES ALL ACTIVITIES WITHIN THE SCHOOL CALENDAR.  TO MINIMIZE CONFLICTS, ALL EVENTS, DATES AND USE OF FACILITIES SHOULD BE COORDINATED WITH THE AD’S OFFICE AND PLACED ON THE MASTER CALENDAR IN THE PRINCIPAL’S OFFICE.

 

THE FOLLOWING GUIDELINES ARE USED IN SCHEDULING:

 

1)       WEDNESDAY IS CHURCH NIGHT.  SCHOOL EVENTS WILL NOT BE SCHEDULED AFTER 6:00 PM TO ALLOW CHURCHES TO CONDUCT YOUTH PROGRAMS.  IF THERE IS A CONFLICT THAT CANNOT BE AVOIDED, THE BUILDING PRINCIPAL WILL INFORM THE MCLAUGHLIN MINISTERIAL ASSOCIATION SO THAT CHURCH SCHEDULES CAN BE ADJUSTED AROUND THE CONFLICT.

2)       PRACTICES, MEETINGS, AND EVENTS WILL NOT ORDINARLY BE HELD ON SUNDAY.  IN EXTENUATING CIRCUMSTANCES, PARENTS/GUARDIANS AND THE MINISTERIAL ASSOCIATION WILL BE NOTIFIED.

3)       IF STUDENT PARTICIPANTS ARE INVITED TO PERFORM, COMPETE, OR ENTERTAIN IN AN UNSCHEDULED EVENT, APPROVAL MUST BE GRANTED BY THE SCHOOL ADMINISTRATION.

4)       ALL SDHSAA ACTIVITIES WILL BE IN COMPLIANCE WITH SDHSAA RULES AND REGULATIONS.  IF A LOCAL EVENT CONFLICTS WITH A SDHSAA STATE EVENT, THE PRIORITY IS THE STATE EVENT.

5)       PARTICIPATION IN AN EVENT BEYOND THE FIVE-STATE AREA REQUIRES ADMINISTRATIVE APPROVAL.  CONSIDERATION WILL BE GIVEN TO EDUCATIONAL BENEFITS, DISRUPTION OF THE ACADEMIC PROCESS, FINANCIAL SUPPORT, STUDENT SAFETY, AND OTHER PERTINENT DETAILS.

 

STUDENT TRAVEL

 

ALL STUDENT TRAVEL MUST BE APPROVED BY A BUILDING ADMINISTRATOR.  BECAUSE TRAVEL IS A BUDGETARY ITEM, TRAVEL REQUESTS WILL BE PRIORITIZED AND MAY BE DENIED DUE TO BUDGETARY CONSTRAINTS.

 

STUDENTS MUST TRAVEL TO AND FROM SCHOOL-SANCTIONED EVENTS IN SCHOOL APPROVED TRANSPORTATION.  IN EXTENUATING CIRCUMSTANCES, PARENTS/ GUARDIANS MAY SUBMIT TO THE COACH/ADVISOR A SIGNED TRANSPORTATION WAIVER TO HAVE THEIR SON/DAUGHTER RIDE HOME WITH THEM OR WITH ANOTHER PARENT.  HOWEVER, STUDENTS ARE NEVER RELEASED TO RIDE HOME WITH OTHER STUDENTS.

 

ALL NECESSARY LODGING AND MEAL ARRANGEMENTS MUST BE APPROVED BY THE BUILDING ADMINISTRATOR.  ONE ADULT CHAPERONE PER TWELVE STUDENTS MUST BE PROVIDED FOR OVERNIGHT TRIPS.

 

ANY EXTENDED TRIP MUST HAVE ADMINISTRATIVE APPROVAL.  THE FOLLOWING INFORMATION MUST BE INCLUDED IN AN EXTENDED TRIP REQUEST:

 

1)       LIST OF STUDENT PARTICIPANTS

2)       ADULT CHAPERONES

3)       DETAILED TRIP ITINERARY

4)       TRAVEL ARRANGEMENTS

5)       PARENT/GUARDIAN INFORMATION SHEET AND PERMISSION FORM

6)       BEHAVIORAL EXPECTATIONS AND APPLICABLE CONSEQUENCES

7)       EMERGENCY PROCEDURES

8)       PARENT/GUARDIAN CONSENT FOR MEDICAL TREATMENT

 

STUDENT ATTENDANCE

 

A STUDENT MUST BE IN SCHOOL BY 8:00 A.M. TO PARTICIPATE IN AN EVENT, AND ACCOMPANY A TEAM ON A TRIP THAT DAY.  A STUDENT WHO HAS BEEN EXCUSED DUE TO ILLNESS MUST BE IN ATTENDANCE FOR THREE PERIODS PRIOR TO THE PRACTICE, EVENT, OR TRIP. 

 

IF STUDENTS WILL MISS SCHOOL FOR AN EVENT, COACHES/ADVISORS SHOULD HAVE A LIST OF THOSE STUDENTS TO THE SCHOOL OFFICE AT LEAST THREE DAYS PRIOR TO THE EVENT SO THE OFFICE CAN MAKE ADVANCE MAKE-UP SLIPS.  STUDENT NOTICE OF ADVANCE MAKE-UP SLIPS WILL BE GIVEN IN THE DAILY ANNOUNCEMENTS.   STUDENTS MUST HAVE ALL THEIR TEACHERS SIGN THE ADVANCE MAKE-UP SLIP AND RETURN IT TO THE COACH/ADVISOR PRIOR TO THE TRIP.  THE COACH/ADVISOR IS RESPONSIBLE TO CHECK THE SLIPS AND TURN THEM INTO THE OFFICE BEFORE LEAVING FOR THE EVENT.  NO SLIP—NO TRIP.

 

PHYSICAL EXAMINATIONS

 

ALL K-12 STUDENTS WHO PARTICIPATE IN AN ATHLETIC ACTIVITY IN THE MCLAUGHLIN SCHOOL DISTRICT MUST HAVE A PHYSICAL EXAMINATION, IN ACCORDANCE WITH SDHSAA REGULATIONS.  THE COST OF THE PHYSICAL IS BORNE BY THE INDIVIDUAL.  THE SCHOOL DISTRICT IS ON A BIENNIAL EXAMINATION SCHEDULE.  EACH PARTICIPANT MUST ALSO COMPLETE AN ANNUAL HEALTH HISTORY REPORT IN ACCORDANCE WITH SDHSAA REGULATIONS.

 

PHYSICAL FORMS ARE AVAILABLE IN THE MAIN OFFICE AND IN THE AD’S OFFICE.  THE AD COLLECTS AND MAINTAINS THE HEALTH HISTORY REPORTS AND THE PHYSICAL EXAMINATION FORMS.                                                                   

 

   HIGH SCHOOL ELIGIBILITY

 

THE MCLAUGHLIN SCHOOL DISTRICT BELIEVES THAT CO-CURRICULAR ACTIVITIES ARE A VITAL ASPECT OF A WELL BALANCED EDUCATIONAL PROGRAM.  ORGANIZED ACTIVITIES PROVIDE AN ADDITIONAL AVENUE FOR POSITIVE LEARNING EXPERIENCES, AND ALL STUDENTS ARE ENCOURAGED TO BECOME ACTIVE PARTICIPANTS.

 

1)       EACH ACTIVITY PARTICIPANT MUST HAVE A CURENT PHYSICAL FORM ON FILE PRIOR TO HIS/HER PARTICIPATION IN ANY EVENT.

2)       EACH ACTIVITY PARTICIPANT MUST BE IN SCHOOL BY 8:00 AM THE DAY OF THE EVENT UNLESS ARRANGEMENTS HAVE BEEN MADE WITH THE PRINCIPAL.

3)       THE FIRST GRADE ASSESSMENT OF THE QUARTER (PROGRESS REPORT) WILL BE A WARNING ASSESSMENT.  ANY STUDENT WHO HAS A FAILING GRADE AT THE WARNING ASSESSMENT MUST RAISE THE GRADE TO PASSING BY THE NEXT OFFICIAL GRADING PERIOD (QUARTER OR SEMESTER), OR HE/SHE BECOMES INELIGIBLE.

4)       EACH ACTIVITY PARTICIPANT MUST BE PASSING 4 OF HIS/HER CLASSES IN THE PREVIOUS SEMESTER TO BE ELIGIBLE FOR THE UPCOMING SEMESTER OF AN ACTIVITY.  IF A PARTICIPANT EARNS AN “F” AT SEMESTER TIME, HE/SHE BECOMES INELIGIBLE

5)       ACADEMIC ELIGIBILITY WILL BE CHECK EVERY TWO WEEKS. IF A STUDENT IS NOT PASSING 4 CLASSES THEY WILL BECOME INELIGIBLE UNTIL IT CAN BE PROVEN THEY ARE PASSING 4 CLASSES.

 

THE GOAL OF THE MCLAUGHLIN ELIGIBILITY POLICY IS TO ENSURE THAT STUDENTS ARE FULL PARTICIPANTS IN THE ACADEMIC PROGRAM AS WELL AS IN THE ACTIVITY COMPONENT OF THE SCHOOL.

 

     MIDDLE SCHOOL ELIGIBILITY

 

THE MCLAUGHLIN PUBLIC SCHOOL DISTRICT BELIEVES THAT CO-CURRICULAR ACTIVITIES ARE A VITAL ASPECT OF A WELL BALANCED EDUCATIONAL PROGRAM.  ORGANIZED ACTIVITIES PROVIDE AN ADDITIONAL AVENUE FOR POSITIVE LEARNING EXPERIENCES, AND ALL STUDENTS ARE ENCOURAGE TO BECOME ACTIVE PARTICIPANTS.

 

1)       EACH ACTIVITY PARTICIPANT MUST HAVE A CURRENT PHYSICAL FORM ON FILE PRIOR TO HIS/HER PARTICIPATION IN ANY EVENT.

2)       EACH ACTIVITY PARTICIPANT MUST BE IN SCHOOL BY 8:00 AM THE DAY OF THE EVENT UNLESS ARRANGEMENTS HAVE BEEN MADE WITH THE PRINCIPAL.

3)       THE FIRST GRADE ASSESSMENT OF THE QUARTER (PROGRESS REPORT) WILL BE A WARNING ASSESSMENT.  ANY STUDENT WHO HAS A FAILING GRADE AT THE WARNING ASSESSMENT MUST SHOW REASONABLE EFFORT AND SIGNIFICANT IMPROVEMENT BY THE NEXT OFFICIAL GRADING PERIOD OR HE/HE MAY BECOME INELIGIBLE.

4)       A FAILING STUDENT MAY BE ASSIGNED TO AN ELIGIBILITY PLAN OF IMPROVEMENT.  THIS PLAN MAY INCLUDE BUT IS NOT LIMITED TO A TEACHER-ASSISTED STUDY PERIOD, ASSIGNMENT TO A TUTOR, DIRECTED STUDY HALL, OR OTHER ASSIGNED STUDY PERIODS.

 

THE GOAL OF THE MCLAUGHLIN MIDDLE SCHOOL ELIGIBILITY POLICY IS TO ENSURE THAT STUDENTS ARE FULL PARTICIPANTS IN THE ACADEMIC PROGRAM AS WELL AS IN THE ACTIVITY COMPONENT OF THE SCHOOL.

 

   SUPERVISION OF STUDENTS 

 

EACH COACH/ADVISOR IS RESPONSIBLE FOR THE SUPERVISION OF THEIR STUDENTS FROM THE TIME THE PRACTICE OR EVENT BEGINS UNTIL IT ENDS.  COACHES/ADVISORS SHOULD BE THE FIRST TO ENTER THE FACILITY AND THE LAST TO LEAVE; STUDENTS SHOULD NEVER BE UNSUPERVISED.  ONLY STUDENT PARTICIPANTS AND OTHER AUTHORIZED PERSONNEL SHOULD BE PERMITTED IN THE ACTIVITY AREA; HOWEVER PARENTS/GUARDIANS MAY SIT IN ON THE ACTIVITY. 

 

ON SCHOOL NIGHTS, ALL ACTIVITIES SHOULD END BY 10:00 PM;  WEEK-END ACTIVITIES MAY CONTINUE UNTIL 11:30.  EXCEPTIONS TO THIS RULE REQUIRE ADMINISTRATIVE APPROVAL. 

 

BEFORE LEAVING, THE COACH/ADVISOR SHOULD SEE THAT EQUIPMENT IS PROPERLY STORED, LIGHTS ARE OFF, AND THE FACILITY/BUILDING IS LOCKED.  WHEN THE FACILITY HAS MULTIPLE USES, THE AREA SHOULD BE LEFT READY FOR THE NEXT PROGRAM.

 

    COACHES/ADVISORS RESPONSIBILITIES

 

ALL MCLAUGHLIN SCHOOL DISTRICT COACHES/ADVISORS HAVE THE RESPONSIBILITY TO KNOW AND ABIDE BY THE LAWS OF SOUTH DAKOTA, THE POLICIES OF THE SCHOOL DISTRICT, AND THE SCHOOL REGULATIONS AS THEY AFFECT THEIR ACTIVITIES.

 

THE FIRST RESPONSIBILITY OF ALL COACHES/ADVISORS IS TO THE EDUCATION OF THE STUDENTS.  THE FOLLOWING ARE SPECIFIC RESPONSIBILITIES:

 

1)       PROMPT AND FAITHFUL ATTENDANCE AT WORK;

2)       SUPPORT AND ENFORCEMENT OF SCHOOL POLICIES;

3)       DILIGENCE IN SUBMITTING REQUIRED PAPERWORK;

4)       CARE AND PROTECTION OF SCHOOL PROPERTY; AND

5)       CONCERN AND ATTENTION FOR THE SAFETY AND WELFARE OF STUDENTS.

 

IF THEIR EXTRA DUTY ASSIGNMENT IS IN AN AREA DIFFERENT FROM THEIR TEACHING ASSIGNMENT, COACHES/ADVISORS WILL NEED TO CHECK OUT KEYS.  KEYS SHOULD BE RETURNED AT THE CONCLUSION OF THE ACTIVITY SEASON.

 

STUDENTS SHOULD NEVER HAVE ACCESS TO THE COACH/ADVIOR’S KEYS.  LOST KEYS SHOULD BE IMMEDIATELY REPORTED TO THE APPROPRIATE PRINCIPAL FOR SECURITY REASONS.

                                                                               

 RISK MANAGEMENT

 

IT IS IMPERATIVE THAT COACHES/ADVISORS PLAN AND CONDUCT THEIR ACTIVITIES IN A MANNER THAT WILL PROTECT THE SAFETY AND HEALTH OF STUDENTS.  ATTENTION TO THE FOLLOWING WILL HELP PREVENT INCIDENTS WHICH COULD EXPOSE THE COACH/ ADVISOR TO LEGAL LIABILITY:

 

                I.  FAILURE TO TEACH

A.      FAILURE TO TEACH A STUDENT TO PROTECT HIM/HERSELF

B.      FAILURE TO TEACH PROPER FUNDAMENTALS

C.      TEACHING A STUDENT TO DO SOMETHING IMPROPERLY

D.      NEGLIGENT ENTRUSTMENT (ENTRUSTING AUTHORITY TO SOMEONE NOT QUALIFIED TO CARRY OUT THAT PARTICULAR TASK)

II.  FAILURE TO PROPERLY SUPERVISE

A.      IF THE COACH/ADVISOR IS NOT THERE, HE/SHE IS LIABLE

B.      THE GREATER THE HAZARD OR CONTACT, THE MORE CLOSELY THE ACTIVITY MUST BE SUPERVISED

C.      COACH/ADVISOR MUST BE IMMEDIATELY ACCESSIBLE

   OUT-OF-SEASON CONDITIONING

 

HIGH SCHOOL COACHES MUST BE IN COMPLIANCE WITH THE SDHSAA OUT-OF-SEASON CONDITIONING RULES AND REGULATIONS PUBLISHED IN THE SDHSAA HANDBOOK.  USE OF FACILITIES AND OPPORTUNITIES FOR OUT-OF-SEASON CONDITIONING SHOULD NEVER CONFLICT WITH IN-SEASON ACTIVITY PROGRAMS.

 

TO MINIMIZE RISK MANAGEMENT AND LIABILITY CONCERNS, THE FOLLOWING ARE WEIGHT ROOM GUIDELINES:

 

1)       STUDENTS MUST SUBMIT A PARENT/GUARDIAN ACKNOWLEDGEMENT OF RISK AND CONSENT TO MEDICAL TREATMENT FORM IN ORDER TO USE THE WEIGHT TRAINING FACILITIES.

2)       THE WEIGHT TRAINING ROOM WILL REMAIN LOCKED UNLESS SUPERVISED BY SCHOOL DISTRICT COACHING STAFF.

3)       SCHOOL DISTRICT STAFF MUST REMAIN IN THE WEIGHT ROOM AND PROVIDE SUPERVISION AT ALL TIMES.  IF THE SUPERVISOR LEAVES THE ROOM, IT MUST BE VACATED AND LOCKED.

4)       ATHLETES ARE ENCOURAGED TO WARM-UP AND STRETCH PRIOR TO LIFTING.

5)       STAFF MUST INSTRUCT ATHLETES ON PROPER LIFTING TECHNIQUES AND SAFETY PRECAUTIONS.

6)       FREE WEIGHTS MUST BE LIFTED WITH THE ASSISTANCE OF A “SPOTTER”.

7)       PLATES AND DUMB BELLS MUST BE RETURNED TO THE RACKS AFTER USE.

8)       ATHLETES WHO DO NOT CONFORM TO BEHAVIORAL AND SAFETY EXPECTATIONS WILL LOSE THE PRIVILEGE OF USING THE WEIGHT ROOM.

9)       ATHLETES MAY ONLY USE THE ATHLETIC FACILITIES UNDER DISTRICT COACHING SUPERVISION.

10)   A FACILITES USE CONTRACT MUST BE COMPLETED BEFORE ANY NON-SCHOOL DISTRICT ENTITY MAY USE THE FACILITY.

 

  STARTING THE SEASON

 

THE COACH/ADVISOR SHOULD DISCUSS THE FOLLOWING EXPECTATIONS AND REQUIREMENTS DURING THE FIRST MEETING OF THE ACTIVITY SEASON:

 

1)       AN EXPLANATION MUST BE GIVEN OF SDHSAA REQUIREMENTS FOR THAT ACTIVITY.

2)       AN EXPLANATION MUST BE GIVEN OF THE RISK OF PERSONAL INJURY INHERENT WITH PARTICIPATION IN THAT PARTICULAR SPORT/ACTIVITY.

3)       AN EXPLANATION MUST BE GIVEN OF THE MCLAUGHLIN STUDENT CONDUCT POLICY.

4)       AN EXPLANATION, BOTH VERBALLY AND WRITTEN, MUST BE GIVEN OF THE TRAINING RULES, ELIGIBILITY POLICY, SCHOOL ATTENDANCE POLICY, AND ANY OTHER PERTINENT RULES OR REGULATIONS.

5)       A PARENT/GUARDIAN ACKNOWLEDGEMENT OF RISK AND CONSENT TO MEDICAL TREATMENT FORM, AN ATHLETIC PARTICIPATION PERMISSION FORM, AND A SDHSAA PHYSICAL EXAMINATION FORM MUST BE ON FILE BEFORE ANY STUDENT IS ALLOWED TO PRACTICE AND/OR PARTICIPATE IN ANY SDHSAA SANCTIONED SPORT.

6)       ALL ACTIVITY PARTICIPANTS MUST BE OFFERED ACCIDENT INSURANCE.  EACH STUDENT MUST RETURN EITHER A COMPLETED STUDENT ASSURANCE SERVICES APPLICATION OR THE PARENTAL INSURANCE WAIVER (AVAILABLE ONLY AT THE BEGINNING OF THE SCHOOL YEAR).

7)       ALL ATHLETES MUST SUBMIT A MEDICAL HISTORY QUESTIONNAIRE FORM.

8)       IF PARTICIPANTS OWE FOR LOST EQUIPMENT OR UNIFORMS, THEY MAY BE RESTRICTED FROM PARTICIPATION UNTIL THE OBLIGATION IS SATISFIED.

9)       AN EXPLANATION MUST BE GIVEN ABOUT THE REQUIREMENTS FOR A VARSITY LETTER AND AWARDS FOR EACH ACTIVITY.

10)    INSTRUCTIONS MUST BE GIVEN ABOUT WEARING UNIFORMS AND/OR USING SCHOOL EQUIPMENT.

11)   ACTIVITY PARTICIPANTS SHOULD BE INSTRUCTED NOT TO BRING VALUABLES AND/OR MONEY TO PRACTICE; ALL CLOTHING AND PERSONAL PROPERTY SHOULD BE LOCKED IN LOCKERS DURING PRACTICE AND CONTESTS/EVENTS.

 

 PRACTICES

 

DURING MULTIPLE USE TIME, THE AD WILL SCHEDULE THE USE OF THE FACILITY AND PRACTICES FOR THE DIFFERENT ACTIVITIES.  COACHES/ADVISORS SHOULD NOTIFY THE AD WHEN A PRACTICE IS GOING TO BE CANCELLED OR THE TIME CHANGED.

 

WHEN SCHOOL HAS BEEN DISMISSED BECAUSE OF INCLEMENT WEATHER, PRACTICES ARE ALSO CANCELLED.

 

     ROSTERS

 

PRIOR TO PARTICIPATION, PARTICIPANTS IN ACTIVITIES MUST SATISFY ALL ELIGIBILITY REQUIREMENTS AND HAVE SUBMITTED ALL COMPLETED FORMS REQUIRED BY SDHSAA AND THE MCLAUGHLIN SCHOOL DISTRICT TO THE ACTIVITY COACH/ADVISOR.  AT THE END OF THE FIRST WEEK OF PRACTICE, THE COACH/ADVISOR MUST SUBMIT A COMPLETE ROSTER TO THE ACTIVITIES DIRECTOR.  THE ROSTER ENABLES THE AD TO DETERMINE SDHSAA ELIGIBILITY AND ENSURES THAT REQUIRED FORMS HAVE BEEN COMPLETED.  THE ROSTER SHOULD BE UPDATED THROUGHOUT THE SEASON; COMPLETED VARSITY ROSTERS ARE TO BE SENT TO ALL OPPONENTS ONE-WEEK PRIOR TO THE SCHEDULED GAME/EVENT FOR PROGRAM PURPOSES.    MEDIA RELATIONS

 

THE ACCREDITED MEDIA HAS THE RIGHT TO TIMELY NEWS ABOUT SCHOOL ACTIVITIES AND SHOULD BE TREATED WITH COURTESY, HONESTY, AND RESPECT.  HOWEVER, IT IS A VIOLATION OF THE PRIVACY ACT TO RELEASE THE NAME OF A STUDENT WHO IS BEING DISCIPLINED, IS HAVING ELIGIBILITY PROBLEMS, OR IS INJURED.  IF THE MEDIA ASKS PERSISTENT QUESTIONS, THE RESPONSE IS “NO COMMENT”.

 

CONTEST RESULTS SHOULD BE REPORTED TO THE MEDIA THE SAME DAY.  COPIES OF RELEASES SHOULD BE GIVEN TO THE AD OR BUILDING PRINCIPAL SO THAT INQUIRES CAN BE ADDRESSED.  THE PHONE AND FAX NUMBERS OF THE APPROPRIATE MEDIA ARE POSTED IMMEDIATELY ABOVE THE FAX MACHINE IN THE MAIN OFFICE.

 

 

 

     PARTICIPATION

 

BECAUSE ACTIVITIES ARE DEVELOPMENTALLY BENEFICIAL, COACHES/ADVISORS ARE ENCOURAGED TO INVOLVE AS MANY STUDENTS AS POSSIBLE IN THEIR PROGRAM.  THE FOLLOWING ARE THE GUIDELINES FOR PARTICIPATION SELECTION:

 

1)       SELECTION OF MEMBERS IS THE RESPONSIBILITY OF THE HEAD COACH/ADVISOR.

2)       INFORMATION ABOUT TRY OUTS, SELECTION CRITERIA AND PROCEDURES, AND COMMITMENT IF SELECTED SHOULD BE GIVEN PRIOR TO THE AUDITION.

3)       OBJECTIVE MEASURES AND CRITERIA SHOULD BE USED IN AUDITONS AS MUCH AS POSSIBLE.

4)       ALL STUDENTS SHOULD HAVE AN EQUAL OPPORTUNITY TO AUDITION

5)       STUDENTS WHO HAVE POTENTIAL SKILL SHOULD BE AFFORDED THE OPPORTUNITY OF INCREASED EXPERIENCE WHEN POSSIBLE.

6)       EACH STUDENT SHOULD BE INDIVIDUALLY INFORMED OF BEING “CUT” AND THE RATIONALE BEHIND THE DECISION.  ALTERNATIVE POSSIBILITIES SHOULD BE SUGGESTED; AVOID POSTING A LIST.

7)       COACHES/ADVISORS SHOULD BE PREPARED TO EXPLAIN THEIR SELECTION GUIDELINES AND THEIR DECISIONS WITH SENSITIVITY AND DIPLOMACY.

 

BECAUSE OF THE CONFLICTS IN PRACTICE TIMES AND COMPETITIVE EVENTS, IT IS VERY DIFFICULT TO PARTICIPATE IN MORE THAN ONE SPORT/ACTIVITY A SEASON.  HOWEVER, IF A STUDENT DESIRES TO PARTICIPATE IN TWO VARSITY SPORTS/ACTIVITIES DURING THE SAME SEASON, BOTH HEAD COACHES/ADVISORS MUST BE IN ACCORDANCE WITH THE PRACTICE/COMPETITION ARRANGEMENT.  AS A MINIMUM, THE COMPETITIVE SCHEDULES MUST ACCOMMODATE PARTICIPATION IN ALL YTC CHAMPIONSHIPS, SUB-STATE, AND STATE EVENTS IN BOTH ACTIVITIES.  ONCE A DECISION HAS BEEN REACHED, BOTH THE STUDENT AND THE PARENT/GUARDIAN MUST AGREE WITH AND ABIDE BY THE AGREEMENT.

 

 MIDDLE SCHOOL SELECTION

 

THE MIDDLE SCHOOL YEARS ARE A TIME FOR STUDENTS TO EXPLORE A VARIETY OF INTERESTS, DEVELOP SOCIAL SKILLS, AND REFINE TALENTS.  MCLAUGHLIN MIDDLE SCHOOL OPERATES UNDER A “NO CUT” POLICY FOR CO-CURRICULAR ACTIVITIES.  THIS POLICY DOES NOT RELEASE STUDENTS FROM ACADEMIC, BEHAVIORAL, OR ATTENDANCE OBLIGATIONS, BUT IT DOES ALLOW THEM THE FLEXIBILITY TO SAMPLE A NUMBER OF ACTIVITIES.  THE “NO CUT” POLICY DOES NOT GUARANTEE EQUALITY WITH RESPECT TO LEVEL, DEGREE, OR TYPE OF PARTICIPATION; IT DOES PROVIDE THE OPPORTUNITY TO PRACTICE AND PERFORM AT A DEVELOPMENTALLY APPROPRIATE LEVEL.

 

THE GUIDELINES FOR MCLAUGHLIN MIDDLE SCHOOL ACTIVITIES:

 

1)       MIDDLE SCHOOL INTERSCHOLASTIC PROGRAMS ARE INCLUSIVE, SO

       INTRAMURAL PROGRAMS ARE NOT OFFERED;

1)       MIDDLE SCHOOL PROGRAMS ARE INTENDED TO ENHANCE DEVELOPMENT, SO EACH STUDENT IS ENCOURAGED TO PARTICIPATE  AT A LEVEL THAT IS

COMMENSURATE WITH HIS/HER MATURITY AND ABILITY;

2)       MIDDLE SCHOOL PROGRAMS ARE DESIGNED TO ENSURE THAT ALL

PARTICIPANTS HAVE EQUAL PRACTICE CONDITIONS SO THAT THEY HAVE THE

OPPORTUNITY TO DEVELOP INDIVIDUAL SKILLS;

3)       STAFFING, FUNDING, AND EQUIPMENT PRIORITY WILL BE GIVEN IN THIS ORDER:  HIGH SCHOOL VARSITY, HIGH SCHOOL JUNIOR VARSITY, FRESHMEN, SEVENTH AND EIGHTH GRADE, FIFTH AND SIXTH GRADE, AND LOWER ELEMENTARY ACTIVITIES;

4)       MIDDLE SCHOOL ACTIVITIES MUST OFFER STUDENTS A POSITIVE LEARNING

       ENVIRONMENT.

 

 

 

   ACTIVITY LETTERS AND AWARDS

 

STUDENTS MAY EARN LETTERS AND/OR AWARDS IN FOOTBALL, GIRLS BASKETBALL, CROSS COUNTRY, BOYS BASKETBALL, VOLLEYBALL, TRACK AND FIELD, GOLF, CHEERLEADING, SWIMMING, BAND, CHOIR, ART, SPEECH, PUBLICATIONS, STUDENT COUNSEL, AND ACADEMICS.  AN ACTIVITY AWARDS CEREMONY IS HELD IN THE SPRING TO RECOGNIZE STUDENT PARTICIPANTS.                                 

 

FUND RAISING AND FUND MANAGEMENT

 

BECAUSE EDUCATIONAL FUNDING IS FREQUENTLY INSUFFICIENT TO MEET ALL THE NEEDS OF STUDENTS, FUND RAISING IS A NECESSITY FOR MANY ACTIVITIES.  THE GENEROUS SUPPORT OF COMMUNITY MEMBERS AND ORGANIZATIONS ALLOWS FOR ENHANCED LEARNING EXPERIENCES FOR MCLAUGHLIN STUDENTS.

 

THE FOLLOWING ARE GUIDELINES FOR FUND RAISING:

 

1)       ALL FUND RAISING EVENTS AND/OR ACTIVITIES REQUIRE PRIOR ADMINISTRATIVE APPROVAL INCLUDING PARTICIPATION OF STUDENTS;

2)       ACCEPTANCE OF MAJOR GIFTS REQUIRES ADMINISTRATIVE APPROVAL AND CANNOT BE USED FOR PREFERENCIAL TREATMENT, UNDUE INFLUENCE, OR DECISION MAKING CAPABILITIES;

3)       FUND RAISING ACTIVITIES CAN NOT INTERFERE WITH THE EDUCATIONAL PROCESS OF STUDENTS PARTICULARLY IN RELATION TO TIME;

4)       STUDENT CONTRIBUTIONS MUST BE VOLUNTARY AND NOT IN ASSOCIATION WITH THE PRIVILEGE OF PARTICIPATION;

5)       FUND RAISING ACTIVITIES DESIGNED TO PROMOTE OR ADVERTISE AN IDEOLOGY ARE NOT ALLOWED; AND

6)       FUND RAISING REVENUE MUST BE DEPOSITED IN THE APPROPRIATE ACTIVITIES ACCOUNT.

 

THE BOARD HAS AUTHORIZED THE ESTABLISHMENT AND MAINTENANCE OF SEPARATE TRUST AND AGENCY ACCOUNTS FOR VARIOUS ACTIVITIES.  THE ANNUAL DISTRICT AUDIT SHALL INCLUDE AN AUDIT OF ACTIVITY FUNDS.  ALL ACTIVITY ACCOUNTS SHALL BE ADMINISTERED IN ACCORDANCE WITH THE PROVISIONS OF STATE LAW AND APPROPRIATE ACOUNTING PRACTICES AND PROCEDURES.
